I'd say losing every time in the Super Bowl like the Vikings or 4 times in a row like Buffalo.
Kulkuri is right, Buffalo wins the prize. As for others, I guess it depends on what your goals have been - to be good enough to play in the Super Bowl as a goal would mean you'd be happy you just got there. If your goal was to win, then to get there and not win would be worst.
